- Combine flour, brown sugar, mustard and pepper in saucepan.
- Mix water, dry milk and egg in small mixing bowl. Gradually add mixture to flour mixture.
- Heat to boiling, stirring constantly. Continue to stir for one minute after the mixture boils.
- Remove pan from heat and stir in vinegar. Chill.
- Stir in yogurt and orange juice concentrate after dressing is cold.
- Refrigerate in covered container. Dressing will keep up to 2 weeks in refrigerator.
