- Drain beans and put them in the mixing bowl. Mash beans with a fork.
- Add chili powder, cumin, and salt (optional) to beans and mix.
- Put tortillas on cookie sheet.
- Top each tortilla with 2 tablespoons of salsa, 1/4 of the bean mixture and 3 tablespoons of shredded cheese.
- If desired, add chopped green pepper and/or onion.
- Bake until cheese is melted and edges of tortilla start to brown.
