Foods unlikely to spoil should be stored in the cupboard. Cupboards generally have more space than other storage locations, and so storing unopened, non-perishable food in the cupboard is the best way to store it up out of the way. If a food has been opened, but you intend to reuse it, cover it tightly and move it to the refrigerator.
